Bypass Isolation switches for ATS's

Is it a true statement that the only code section to require bypass isolation transfer switches is Article 708 COPS. To my knowledge the other two most likely suspects, Article 517 and Article 700 do not require this feature.

Doesn't it say "shall be permitted" in 708? I thought that meant shall be allowed basically but not required?

(B) Bypass Isolation Switches.
Means shall be permitted to bypass and isolate the transfer equipment.
Where bypass isolation switches are used, inadvertent parallel operation shall be avoided.

I agree, you can if you want to, but you don't have to.
