I am trying to find out whether a Class 2 12VDC electric door strike mounted in the jamb of an exterior outward opening door in of a C1D2 Group D room needs to be IS or XP. Can you help?

If by door strike you mean a solenoid operated lock release it really doesn't matter as a standard solenoid is permitted in a Class I, Division 2 location.
