c38 c20 c10 california a/c refrigeration and electrician

Does anyone know if a C38 refrigeration contractor can run the power to the main if he doesn't have a c10 electrical license?
This never came up for me before and its after-hours at the city desk otherwise I can call them tomrw thanks!

I know CSLB doesn't care.

I think the answer is yes.
That is, if you are talking only about running power for the equipment the contractor is qualified to install.
