CA - legal ? on preliminary notice

A sub is required to serve a preliminary notice of they have no direct contract with the owner and the job is for more than $400. The sub has to give this notice within 20 days from the beginning of work. This requirement is not only to protect the right of the sub to file a lien; it is a CSLB requirement and subject to disciplinary action if it is not met.

What if the job is done and paid for within the 20 days?
