CA T24 Clarification on open work area

Gentlemen
I have a question in regards to CA t24 compliance. In an open area work area for cubicles where you have about 150 2x4 drop ins what mandatory lighting measures apply? It is currently on a GR2400 Lighting control panel but I am not sure what additional control is needed. Does an open area that is always occupied require dual level and motion control?
