Cabinet cut out boxes & meter cans

Can I please have an explianation of what a cut out box is. In 373-5.c ex. it gives a list on how this application can be executed. In my jurisdiction we don't let the electrician penetrate the ceiling. If you have a surface mounted 1900 box in a garage and a 5' piece of emt running out of the top of the said box can that piping penetrate the ceiling? Is a 1900 box a cutout box. I would think maybe the code wants to stop a chimney effect incase a fire would accure in box ,and stopping that from running up and catching the attic on fire.

Article 100

Cutout box-An enclosure designed for surface mounting that has swinging doors or covers secured directly to and telescoping with the walls of the box proper.

These enclosures are typically used to house disconnects.

If a 1900 box were used 312.5(C) would not apply.

When this took affect i questioned the reasoning for it,since fire caulking was not an issue it came up that this was done so as to assure that insect infestation did not occur.I am in central florida where are you from in florida?here we can`t penetrate the structural drywall,and the pipe must have a fitting and a bushing to protect against abrasion,or we can use carflex without a fitting

I'm from Vero Beach.Just didn't quite understand why not other surface mounted boxes and just panels, cutouts and meters. Duh, didn't remember ever seeing that definition in the code. guess it always pays to go over the definitions once in awhile.
