I have designed and installed many instrumentation cabinets, pad mount, that are NEMA 12, and inside is NEMA 1 gear. I suspect what you want to do is use an indoor NEMA 1 panel with a wooden box around it. why not just use a NEMA 3R panel? the labor to build the box would be more than the additional cost for the NEMA 3R. Also the AHJ may not buy it. what if the wooden box falls apart in 10 years?
