Cable assembly or conduit

I remember reading a requirement that a 4-wire assembly had to have all the wires in a cable assembly or a conduit body. The issue is I had a person wishing to pull SE cable to a load side panel and pull a grounding conductor along the outer jacket to achieve the fourth wire. Where can I find in the 2008 NEC that this is not allowed? Thanks

Would it be allowed if the raceway were a egc per 250.118?? read 250.120 It may what you seek.

Article 100: Identified (as applied to equipment) might fit the bill.

Also 338.10b2 in 2005 book, grounded conductor needs to be insulated.
