Cable Emerging from Grade

NEC 300.5(D)(1) states that the direct buried cables emerging from grade shall be protected by raceways up to 8 feet above finished grade. Can cable tray be used as a raceway to protect the cables up to 8 feet above finished grade?

Also does Canadian electrical code (CEC) also have a similar requirement that the cables emerging form ground have to be protected in raceway up to 8 feet above finished grade? Thanks

Interesting question. I would say no if the requirement states that the protection must be a raceway. Cable tray is a support system it is not a raceway.
 
Yes that makes sense. In Canada cable tray is considered a kind of raceway. But it looks that there is no clause in Canadian electrical code (CEC) which requires to protect the underground cables which emerge from ground.

That will change if Canada is annexed with US, and more drunk drivers crash into power poles.
