Per the NEC If it is power wiring then yes, 300.5(D)(5)

If it is telephone then no.

Do you mean outside and buried ? Or do you mean conduit on the floor of a building ? If it's inside you can use a conductor with just about any type of insulation, just watch the derating if any. If it's outside and buried like the other electrician said in regard to 300.5 then you have to use THWN. The good thing is that now insulated conductors come dual rated, THHN and THWN which covers inside and out. I would be more concerned mounting conduit on a floor period, be sure it has good strong mechanical protection.

You could use any conductor with a "W" rating, i.e. RHW, XHHW, THW, etc...

A conduit in a slab is a wet location and you must use a type W conductor. Check the Article 100 definition of Location, Wet

Then as already stated, if it's power wiring you must use a conductor with a "W" rating, see Table 310.13(A) for some options.
