Cable in Underground Duct

Installation is using low voltage PLTC that has a "Direct Burial" rating. Customer wants to know if this cable can be installed in an Underground Duct. Ampacity derating is not an issue. NEC article 725 states PLTC is suitable for cable trays and raceways. Would an underground duct fit into the raceway definition?

An underground duct is probably another name for PVC conduit. The raceway articles states "cable shall be permitted to be installed where not prohibited by the cable article"
