Cable installation in incomplete cable tray

I have a contractor installing cables in incomplete cable tray. Level of incomplete includes grounding not substantially complete, warning labels not affixed, and some support hardware incomplete (requires drilling into tray to affix) - IMO well short of being substantially complete.

In some instances - they have not run temporary power for the transformer heaters in the tray - so a minor amount of cables are energized.

My understanding of NEC is that no cable is to be pulled until the tray is complete. In practicality - we've typically taken that to be substantially complete (grounding and bonding substantially complete, all supports and hardware affixed, and warning labels attached). Minor punch items that don't require drilling on the tray has not held up pulling cable.

Is this correct? Even though have notified them in writing - they continue. Suggestions on next step to enforce good behaivor?

I would call substantially completed would mean structurally completed end to end with supports. Lack of grounding and labeling would not result in damage to conductor insulation and could be performed any time. However, conductors should not be energized if their circuit grounding path is not complete.
