Cable Layout in ladder tray

How would you layout (12) set of single conductor 500 kmcil (4 wire one per phase plus neutral) cables in a 36" cable tray.

I figured I could use quad cable cleats (VRQ+01), but it doesn't fit, but based on NEC 392.22(B)(1)(b) it should fit.

You have to stagger the cleats - don't put them side by side - OR - consider using Ty-Wraps to secure to the rungs - (if outdoors, must be UV rated).
