cable separation

I have an issue that maybe someone can help me with. I have a mechanical room that has (6) 4? underground conduits, there will be 480v 3-phase cable with 600v insulation for service supplying the main breaker of a panel, and then 480v 3-phase feeders for transformers and 480v 3-phase branch circuits coming from the panel. This room is pressed for room with a total of (5) panels, (2) transformers, (1) air handler, and (1) water heater. My question is can I build a pull box around the 4? conduits and run a gutter type raceway out of it connecting all the panels if all cables have the same voltage and 600v insulation. I have read article 230.7 in the NEC that states not to run service conductors in a raceway with feeder or branch-circuit conductors. Is there an exception to this if it is multi-conductor cables with 600v insulation?

I know of no exception.
Could you install a barrier in the wireway separating service from non-service conductors ?

Yes I have suggested the use of a divider, but when I mentioned this and the code that pertains to it, the contractor told me the cable had 600v insulation and the same voltage and that NEC says it is ok. I told him I have not seen or read any exceptions he told me I probably need to check the sections on raceways, but I have done some research and still I don't see anything on this. I will probably make them change their plan to a separate conduit for the service cable.
