I don't know what part of the Country your in,so I don't know what current -Code Cycle- to refer you to..

So, heres all three books..

1999 NEC: article 370.54

2002 NEC: article 314.54

*2005 NEC: article 110.74
-*2005 says all conductors shall be cabled,racked-up,or arranged in an approved manner that provides ready and safe access for persons to enter for installation and maintenance.
