So NEC section 392.80(A)(1)(a) basically says go ahead and fill a cable tray with multi-conductor cable.
derating is only required if you exceed 3 current carrying conductors per cable.

Meanwhile ICEA P-54-440 has mandatory derating based on tray fill.

So question is when to use one vs. the other, if anyone has any experience with this.

have you looked at 392.22?

In any case, ICEA standards are not enforceable unless it is a contractual matter.
