Cable Tray and Grounding

I was on a project site where 3-1/C cables were used in triplex in tray to serve equipment and only one-EGC was run for the parallel set of conductors, in looking at the code it appears that a ECG is required for each parallel set when installed in raceways is this the same for cable tray installation or is the one EGC acceptable for 3-1/C cables [4-sets]?

If the EGC is properly sized 1 would be acceptable in cable tray.

FWIW, cable tray is not considered a raceway. It is a support method.
