cable tray and items going vertical through

have a cable tray with low voltage mostly copper and some fire alarm and maintenance installed banners that have simple chains at least 4 that run vertically through tray next to and in some cases touching cable. looking for code. chain is not encased, and even if I don't think allowed and is not intent of tray but need code so can report issue.

I don't see either a safety or code issue with that.
