Cable Tray Connecting to an Emergency Generator in an Enclosure

Hope everyone is safe and well.

Came across this wiring installation. It is a walk in generator housing with a 500 kW Diesel Fueled machine. The enclosure is locked and available to company personnel who may or may not be qualified. There is a diesel base tank under the unit. The installing contractor came up with conduits under the slab and entered them into a horizontal cable tray with a metal cover. This extends horizontally under the machine to a vertical section of cable tray which enters the circuit breaker enclosure. The wiring is THHN-2 and does not appear to be rated for cable tray. If this is a violation, can someone quote the NEC sections that apply. Is there a single conductor 500 MCM tray cable that could also be installed in conduit?

Most single conductors 1/0 and larger are marked for use in cable tray. The only issue would be that 392.10 only permits the use of single conductors in a cable tray in an "industrial establishment".
