My question is do you have to cover a cable tray if it is in an outdoor location and is the tray cable in the cable tray considered to be in a outdoor location and if thats the case with TC-ER be good enough. From what I understand if the Cable is TC-ER you do not need a cover. But my concern is what if it hails then isn't it exposed to physical damage?

Most tray cable is suitable for direct burial and sunlight resistance. I see no issue in uncovered tray, and I really doubt that hail could damage it. I have only seen cover tray a few times, most of what I have seen was uncovered.
