A cable tray that contains communication circuits is being installed but the cable tray has a separation because a peice of ductwork is in the way. I guess my first question would be, does this cable tray need to be bonded since it's only carrying comm cables? If so, then I know that this area needs to have a jumper.

Yes, we install a bonding jumper at all junctions even though they are connected by a coupling clamp. So I would say you do need the bonding jumper.
