Can you stack exterior cable (ladder) tray? FYI, it will contain multi conductor cables (power and low voltage) and yes it will have a divider.

How will you access the bottom tray to pull cable or will they be a gap?

Will keep minimum distance from top to bottom of upper tray. 2-3” or so.

While I’m not sure of any obvious violations I would say that whoever is going to be pulling wire might cuss.
