I have a setup with an MCC, neutral grounding resistor, and cable tray. The cables routed from the MCC in the tray already have equipment grounding conductors. The NGR is connected to the ground grid with the GEC and to the MCC ground bus with an EBJ. Does it matter whether the cable trays are bonded to the MCC ground bus or to the ground grid? Either would technically provide a path back through the NGR to the source.
I think the trays should be bonded to the ground bus of the MCC, but I'm struggling to find a code reference. I don't think 250.96 applies, because the cable tray doesn't have to serve as the EGC since the cables have EGCs.
