This allowed to use cable trays on the overhead lights in offices, where the air conditioning system uses these spaces as a return?

The issue is less about the metallic cable tray (assuming it is metallic) as it pertains to the environmental air space (300.22(C)(2)) should also be consulted. The placement of the tray is probably less important at this point than the actual selection of wiring methods to be installed in that cable tray (supporting system). Assuming again that the wiring method you are selecting is permitted in the environmental air space (if that is what you have, I am assuming again) then always be aware their are more to consider than just Article 392 in your question.
