I have new tenant that is office. The tenant space has small IT room which has cable tray. Their are receptacles 20R 208V single on the tray.

Note says to provide #10awg from ladder tray metallic part to ground bus in room which then goes to grounding electrode system.

My question is NEC 2017 section 392.60(A) is not met however metal cable tray is not used as equipment grounding conductor it still needs to comply with 250.96 since there are electrical conductors from receptacles. Would I be correct or incorrect to says that EGC of each receptacle circuit need to be connected to metal cable tray even though tray is not used as EGC?

IMO no. I've never seen the EGC for the receptacle circuit connected to the tray. And aren't the receptacles installed in metal boxes bolted to the tray?
