Cable Trays, Instrumentation Cable, and EGC (Oh MY!)

I work with "technicians" in the gas industry where there is little enforcement of the Code. But when I get involved, I try to insist on it. Got a particular situation I am trying to work with a "tech" that is designing an installation. It's something he saw, liked, and wants to copy.

So consider a cable tray in a CID1 area with instrumentation tray cable that has neither a separate EGC nor a foil that can be used as one. The cables go to devices that are rated CID1 as long as seals are installed.

It is my interpretation that as long as the the cables are in the tray, no additional EGC is required. But what about when they leave the cable tray and go to the devices? They are no longer in a raceway, and so no longer are run with an EGC. All I can think of is running the cables in some liquidtite that is bonded to the cable tray.

Other opinions or options?
