I know a cable tech that has a problem with current getting onto his cable feed. example : He has his amp clamp on outside feed & it reads 1 amp. If customer turns on microwave it goes to 4 amps. Any suggestions ?

The cable shield is actually in parallel with the grounded service conductor. A change like that with an increase in the load suggests a problem with the service grounded conductor.
