That was a common spec for cables in manholes so a failure with one cable did not migrate to the other cables. I never installed it on low voltage cables, but for critical systems, I can see it being specified. The cables I used it on were 5kV in manholes and the complete cable in the manhole between the raceway entries had to be wrapped.
