Looks like typical phone and cable company workmanship. You could do a little research and figure out if some if it is not used - knowing telco and cable work, half or more of them might be unused, cut off, and/or obsolete. I did this job once and there were half a dozen lines going to a nicely redone single family house, with only one active phone line. I had enough and climbed the pole and cut all the unused stuff right down.
 
I can't stop looking at the gutter downspout. They made it slope at the same angle as the roof line, and there is a nice little offset around the riser pole!!

I wonder what its connected to?
 
There should be a minimum of 24" of separation between the POCO drop and the other cables.
 
Where did you get 24". I get 12" from 800.44(A)(4).

Whatever the Code specifies can still be made more restrictive by local POCO policy, since it is their service wiring involved.
They generally cannot force you to move the other wiring, they can just refuse to connect your service unless you do. :angel:
