You might be able to find a socket that those wings fit into or use one of these on a cordless drill.

You might be able to take a ceiling light yoke strap (new style hickey) and if the threaded barrel fits over the stud, chuck it in a screw gun.
Space out 1/4-20 or 10-32's to fit in the holes double nutted. The image below is similar but they come with a threaded brass barrel for hanging, chain-lamp type fixtures.
