Cal Osha Requirements

Good Morning,
We are currently woking on an oshpd project at Torrance Memorial. The superintendant instructed my foreman that to land our new branch circuits on an existing 208/120 sub-panel we Osha requires we where a flame retardant coverall suit, gloves, and a face mask.
We are an experience EC and always respect and adhere to safety requirements of our industry but this does not seem correct. I can not find any documentation that defines these requirements. Any help would be greatly appreciated. This is in CA.
 
In the national OSHA
OSHA, 29 CFR 1910.333(a)(1) ." Live parts to which an employee may be exposed shall be deenergized before the employee works on or near them, unless the employer can demonstrate that deenergizing introduces additional or increased hazards or is infeasible due to equipment design or operational limitations."

Sounds like he is "lucky" that they are even going to allow it to be done energized.

the level of PPE required is determined either from a chart to be found in NFPA70E or from PPE requirements based on the level of incident energy that is available.

this is nothing new.

Dustin, in short no worker can be exposed to live parts without the proper PPE for the conditions.

And as Ron mentioned there are restrictions when even that is allowed.

And even if the main breaker in that panel is opened, there are usually still energized parts inside.
If you open the feeder breaker for a subpanel (and do proper LOTO) I do not see the need for any particular protection.
