Im not finding the article that allows you to have a larger panel box than your meterbase depending on your connected load. 150amp panel box while your meterbase is only rated for 100amps for example. Help please.

You won't find one. There is no Code requirement for the rating of a meterbase. The entire service, conductor and equipment ratings are based on the calculated load, i.e. not less than. The service disconnecting means rating minimum may be larger for specific installations [230.79].
