Just making sure im correct with this. When the code says fraction there of it means the number or anything less correct? For example one receptacle required for every 2ft of fraction there of requires one receptacle if the space is 2ft or less. If the space is 3 ft then 2 receptacles are required.
And major fraction there of is anything over.5 correct?

In your example only 1 receptacle would be required for a space that is 3'. If you had a single receptacle on a wall that was 12' wide as long as it is in the center of the wall only one receptacle would be required.

If it's less than 2' no receptacles are required.

Doesn’t fraction there of means anything 2 inches or less So anything less than 2 inches for example requires an outlet?
 
The fractions usually come in on load calculations.

Only general use receptacles and kitchen receptacles have spacing requirements.
General use: every 12' so that anywhere in that area a plug could reach a receptacle within 6'
Any wall space 2' or more requires a receptacle

Kitchen: Every 4' so a receptacle can be reached within 2'
12" wall space requires a receptacle.

Never had an inspector start measuring to see if I'm 1" or 2" over.
