This is a common and typical water main of an older building in rural California. Notice the filters and meter in pull box, no jumpers. This particular dwelling does not have a supplemental, it was not required, and it was built around 1960.
Most places, dwelling and non-dwelling, built pre 70?s relied on metallic water pipe electrodes exclusively, and back then supplemental electrodes were not required. A big problem is construction evolution and upgrades happen with and without inspections destroying these once electrodes.
It is a good habit to check these instinctively per job.
