This proposal will have a very negative effect on older HVAC systems. Return air accounts for a lot of poor designs, causing system efficiency. Increasing MERV levels will make those systems fail.

I was attempting to encourage professionals in the HVAC field to review the proposed regulation and then comment to the docket number.
