1) "Blown In" Insulation: Buried ducts in the attic to save energy. This will be a disaster for the electrical trade, how will you be able to find the wiring. I don't support this change.
2) "HERS") Home Energy Rating System): HERS Raters are getting too comfortable with the contractors. Conflict of Interest problems. I support this change.

Remember that Title 24 has now been adopted in 17 states. This is not just California anymore.

I don't understand. Blown in insulation is by far the most popular way to insulate the lid. It's been that way the 44 plus years I've been doing electrical and inspecting.
The only problems are crawling through it and when finished, you pretty much ruin the R-value.
