so...We have a roughly 2500sf restaurant. 3 RTUs (9 ckts), normal led lighting (maybe 8 ckts), some exterior stuff (site lights, signs, drive-thru equip...6-8 ckts), and lots of kitchen equipment. Kitchen equip will take about 66 ckts.
400A, 208/3 service. Looking into the BEST way to segregate HVAC/Lighting/Equipment loads.

I'm thinking we start with a 400A, 42 (for kit equip) with feed thru lugs to a 400A split bus (30/12) that feeds Kit equip (30)/RTUs(12).
Use a 60/3 from the first 400 to feed a 100A/24 ckt lighting/exterior panel.

I think that satisfies the T24 requirements... But, is there a less costly/easier/simpler way?

Have you reviewed the tables?
You don't need to install the RTU's just that you can in the future.

All you really need is separate panels that have the capabilities to have some smart sensors like CT's installed at a later date for metering.
