california title 24 life safety

somebody mentioned that the state of California now requires closed transition on their life safety transfer switches I reviewed the 2007 California electrical code and could not find this requiring just curious if anyone has experience with California installations.

I've never seen anything like that in the title 24. It may be a local code issue (and I'm admittedly still too green to know a lot about all the ones around). But as an example we had to use ATS units with a switched neutral for a high rise project due to LA city codes.
