Can 3 conductors be used after dual switches to feed 2 lighting circuits?

A single 115V/15A branch circuit feeds a single gang wall box via 14/2 NM. The box contains a dual light switch to control two sets of overhead lights. Can 14/3 NM be used to deliver power from the dual switch to a junction box in the ceiling (and then spliced to two 14/2 NM branches to the individual lights)?

Sure can. :)

I would likely bring the 14/3 to the first light fixture and split out into tht 14/2s there, I would not place an extra junction box to do it.

Actually, I intended to do as you suggested. I just thought it would be simpler to describe the wiring question as it feeding a junction box. :roll:
