can a 3 phase SPD be used on a single phase disconnect.

I had this question on the grounding side, but I didn't get a response, so I thought I would ask this group. Can a 3 phase SPD be used on a single phase disconnect, 240/480Vac 1 phase 3 wire? Below is a typical layout. Attached is what they submitted to use.

The short answer is maybe. As long as the voltage ratings are correct it does not matter if a couple of the legs are unused. The question is why would you want to do such a thing when you could just buy the correct one.

I believe the non-used leads should be connected to a corresponding used leads.

That is the same thing I was thinking. But I need a reason to reject the submittal.
 
The only reason I can think of to reject a submittal is if they are not meeting the terms of the contract. If there is something you don't like why not just tell them your preference.
I did find that particular unit is not on the APL (approved product list) for the Department. But I still wanted to know if it would work for my own knowledge.
