Can a control panel be used as part of the raceway to access another load ?

I don’t recall the section but isn’t there something that states you CANNOT route small power circuit, say to a fan, #10’s thru a control panel - (used as part of raceway) - to fan that is installed on the wall?

No such prohibition that I recall other than box fill.

A control panel is not part of a raceway. It might be connected to one or more raceways but it is not part of any raceway.
