Can a generator circuit replace emergency lights?

I was in an existing local school in Atlanta and they were installing a generator with a transfer switch to power the night light circuits. The lights were standard 2X4 troffers with out battery back up. They then removed the existing battery pack emergency lights. The generator start time is 20 -90 sec.. During this time the building is completely dark !!! ---- Does meet NEC or local building code?

Yes, an emergency generator can take the place of emergency batteries but, the transfer must take place within 10 seconds, see 700.12
