Can a generator switch be used for a means of disconnect for a residential ? Or do you have to have a disconnect between the meter and switch?

If the transfer switch has a MCB, then yes it can serve as the means of disconnect.
I would say yes if it is marked suitable for use as service equipment and has a positive means to keep it disconnected (e.g. manual transfer switch, or some override in an auto switch so it stays off of the utility). A manual transfer switch with no breaker in it needs a fuse or breaker immediately adjacent, but the switch is still the main disconnect.
