Can a NEMA 3R safety switch be used indoors?

NEMA 250 rates a 3R device for indoor and outdoor use. However, NEC paragraph 110.28 and Table 110.28 do not acknowledge NEMA 3R devices for indoor use. Also, the Schneider Electric FAQ page says yes. Does any one know why the NEC does not recognize NEMA 3R devices for indoor use?

Table 110.28 does not state that NEMA 3R enclosures are not suitable for indoor use, it just states that NEMA 3R enclosures are suitable for outdoor use.

You can use a 3R enclosure indoors without any problems.

I think if you look closely, a type 3R enclosure is also a type 1 enclosure, much like many type 4 enclsoures are also type 12.
