Can a neutral conductor cross over the hot bus bars?

I saw a photo on Wikipedia, where a neutral conductor (presumably from a GFCI breaker) crosses over an exposed portion of the hot bus bars. Is this a code violation?

With the exception of not looking very good there is nothing really wrong with it if there is nothing that could potentially cut into the insulation.
