Can a non-CARB Generator from the late 80's be Relocated/reused

While I wait for some vendor replies to my emails: Can a stationary non-CARB diesel standby (i.e. not prime) generator from the late 80's be relocated/reused by the same owner at the same facility in California? Or is that considered a new installation that must meet CARB tier requirements? Thanks

The answer from the vendor, as I suspected, was NO. It is considered a new installation and must meet CARB requirements.
