Can a transformer be use as raceway?

I have two 480v to 208/120 v single phase transformers, Can I pass the primary (480v) thru one to get to the other one?
Can I pass the secondary of one thru the other one?

Just because you are running wires through it does not make it a raceway.

Assuming nothing involves service conductors, I don't see any prohibition on running foreign conductors through a transformer enclosure. However, you might want to take a look at 450.12, and whatever requirements there are for running wires into/through an enclosure as found in article 312.
