Can a vertical water pipe run inside a wall that is being use as a surface mounted electrical panel?

If you have a surface mounted panel (that meets its clearance 3' feet and 30Inches sides and nothing above it), can you have water pipe running in the wall directly behind it?

Yes it can be behind it or even right next to it, it just cannot be in the dedicated equipment space or the working space.

I agree. The "restricted" areas are directly above, directly below, and in front.
