can an electric motor on a small turntable be moved when motor not energized ................................................................................................................................................................................................................................................................................................................................

It would depend. If the turntable is connected directly to the motor, probably. If there is a gear reduction system, maybe. If the gear reduction is a worm gear, not a chance.
just a small hand nudge to line up turntable with a predetermined location on the machine , while there is no power to it, no gearing

There are times when turning a DC motor can damage the electronics that drive it. The safe bet would be to make sure wires are disconnected before turning it.

...and the type of driver...and whether the mechanical drive or electric driver is attempting to hold the motor's position...and whether it's generic PM commutated motor or a servo...or...or...or....

Since the OP mentioned no power or gearing.... probably not an issue.
