Can anyone tell me what this thing is?

Does anyone know what device/relay the red arrow is pointing to? I'm guessing either a GE reclose relay or a GE directional ground relay but I've never seen a "long" reclose relay. Feeder is ungrounded delta FWIW.


Also any idea on the tie breaker to the left would be welcome too.

Never seen a long version though, only the square ones. But I haven't seen it all, thats for sure.

Here is the tie. I'd assume all 3 are 51 over current, but the one to the lower right looks different.

Here is the tie breaker panel- I'm guessing 3 51s, but one of the is different looking. The two in the center not called out are auxiliary relays.
